Bond Progress Report - 4/7/2009

Santa Rita Project:
We received bids on Santa Rita on April 2nd. The base bids were about 25% below our anticipated budget of $2,400,000. Included in the plan will be an extensive remodel of the main building with alternates to do work in the cafeteria. Due to the base bid price being below budget we will be able to replace the HVAC systems, flooring, ceiling, and apply fresh paint in the cafeteria. We will also look into roof replacement as opposed to the patching that is in the original bid. I will make a recommendation on the contractor at the Board meeting on April 20th. The asbestos abatement bid was about 40% less than we anticipated and they will begin work on June 1 so the contractor will be able to start Phase 1 by June 15. We anticipate completion of this project in August of 2010.
I recommended Waldrop Construction from Brownwood for the Construction Manager At Risk (CMAR) for Holiman. After carefully reviewing the proposals and conducting interviews with the top three companies, Waldrop received the highest ranking. They have extensive experience in performing CMAR jobs with multiple school systems; including one with Gary Donaldson. They are starting to review the plans for the project and will have a GMax Price (guaranteed maximum price) for the project in July. We will begin construction at Holiman in late August or early September, 2009. We will construct the new building first and then work on moving students out of the older area to remodel. We anticipate completion of this project by June, 2011.
We will receive proposals on the CMAR for Lee on April 7th and plan on making a recommendation to the Board on April 20th. Our plan is to have the GMax Pricing in September, 2009 and approved by the Board in October or November so construction will be able to start in January 2010 with a completion date of summer of 2011. We will be moving five portables to a different location on the campus this summer.
We will release the request for the CMAR for Goliad on April 14th and will open it on May 5th to present to the Board on May 19th. I anticipate the GMax Pricing in November, 2009 and construction should start in March 2010 with a completion date of December, 2011. These dates will be refined as we get further into the project.
San Jacinto Project:
We will begin working with the architect on San Jacinto this month. We anticipate bidding this project before the end of 2009 and will begin work early in 2010. This job will be competitive sealed proposal.
We will release the request for the CMAR for Central on May 6th and will open it on May 28th to present to the Board in June, 2009. I anticipate the GMax Pricing in March, 2010 with construction starting in June 2010 with a completion date of summer, 2013. These dates will be refined as we get further into the project. There will be multiple phases for this project and some of the smaller additions may be bid in the next 6 months. We will know more about the phasing and the bidding after we get a CMAR on board with the architect.
