Bond 2025 Construction Update — December 8, 2025

R.J. Lopez from Parkhill Architects provided an update on design and construction progress for Bond 2025 projects during the December 8, 2025 Preagenda Board Meeting. All projects remain on schedule, and design teams continue to refine plans with SAISD staff and campus departments.

Crockett Elementary — Additions & Renovations

  • Project remains on schedule for August completion.
  • Concrete slab and foundation work are complete.
  • Steel framing is scheduled to arrive at the end of December, with vertical construction beginning in January.
  • Recent work includes rebar installation, concrete foundations, and plumbing.

McGill Elementary — Additions & Renovations

  • On schedule and slightly ahead of schedule.
  • Project is scheduled to bid this month.
  • Construction will begin at the start of the new year.

New Glenn Middle School

Schematic Design Progress

  • Schematic design is nearly complete; design development is beginning.
  • Current work includes refining classroom layouts, bathroom locations, adjacencies, and departmental needs (e.g., Special Education, athletics, fine arts, administration, and kitchen).
  • The team is also beginning to study exterior materials and natural-light strategies.

Site Plan Refinements

  • The new building will be located on the west side of the site, with most existing buildings on the east side planned for demolition.
  • The site plan now reflects parking on the north and west sides, outdoor eating/play areas, and improved connections between the school and the new athletic field.

Why Some Existing Buildings Cannot Be Reused

  • Multiple options were studied to reuse parts of the existing campus.
  • Buildings between the new school location and the field created significant challenges, including:
    • Increased cut/fill and grading issues
    • Complicated elevation transitions requiring ramps or stairs
    • Unknown subsurface rock conditions and potentially high excavation costs
  • The band hall may still be reused for athletics or storage.

Athletic Field

  • The new athletic field is being moved farther west, closer to the new building.
  • This reduces sitework costs and shortens travel distance for students.
  • Space remains available for track-and-field events (e.g., shot put).

Lake View High School — Additions & Renovations

  • The district is completing contract execution with Lee Lewis Construction.
  • Additional meetings are underway as the project moves into design development.
  • More refined design imagery will be available in future updates.

Central High School — Additions & Renovations

Schematic Design Progress

  • As one of the largest Bond 2025 projects, Central is nearing completion of schematic design.
  • Early massing and floor plans are now in place.

Site Utility Issue

  • A major city water line runs through the area where the new additions are planned.
  • SAISD and the City of San Angelo are working together to relocate the water line.
  • The goal is to avoid future disruptions and ensure long-term compatibility with future campus phases.

Planned Layout Highlights

  • New additions include a new auditorium, new competition gym, and new kitchen/cafeteria.
  • The existing cafeteria/kitchen is planned to become culinary and health science classrooms.
  • A shared public lobby will connect the auditorium and gym.
  • The gym concourse will include access to restrooms and concessions.
  • Locker rooms will be located on a basement level, accessible by stairs and elevators.
  • Circulation pathways are being designed to support future campus connections.

Early Imagery

  • Early “sketchy” 3D images show preliminary massing and layout of the auditorium, gym bowl, and public lobby.
  • Approximately 1,000 seats are planned for the auditorium.
