The Facility Advisory Committee (FAC), comprised of a diverse group of 60 San Angelo community members and leaders with various perspectives, met seven times over four months. Their charge was to evaluate the district's facility needs and help produce the long-range facility plan and vision going forward. After reviewing the data, a recommendation was then made to the SAISD Board of Trustees in December.

Bond Includes Plans for Energy-Efficient Schools, Lower Costs

Facilities throughout the district have mechanical, electrical, and plumbing systems and equipment that are reaching or are at the end of their useful life. If approved, the 2025 Bond will address these areas.

“We have a lot of older HVAC systems. Some of them are as old as 35 years old,” said Tony Kennedy, Director of Facilities & Maintenance.

These systems often have obsolete parts, require frequent repairs, and incur higher costs to maintain—taking money away from the classroom.

The proposed projects would make school buildings more energy-efficient and reduce operating costs—freeing up district funds for teacher salaries and student programs.

“Addressing the efficiency of our buildings would reduce upwards of 40% of our electrical and our water energy usage,” said Kennedy.

Changing from single-pane to double-pane or triple-pane windows would also impact our energy efficiency.

SAISD completed over 3,700 HVAC work orders in the 2022-2024 school years. Those repairs and replacements cost the district $689,900, plus an additional $101,595 for contracted labor costs. If the 2025 Bond is approved, these funds will be redirected to classrooms.
